International Maritime Carbon Tax.

Objectives Effectiveness: The maritime carbon tax is seen as the most effective tool to promote necessary behavioral

changes for reducing emissions in international maritime operations, considering current technology.

• Economic Impact: It addresses the external costs of carbon emissions by internalizing them, potentially using

revenues for industry-related clean technology research and deployment. However, the scope for industry

retention of funds is limited, suggesting a focus on setting tax rates that are more about incentivizing emissions

reductions rather than meeting spending needs.

• Revenue Utilization: The text discusses the delicate balance of setting a tax rate that doesn't aim to generate

excessive revenue, which could stifle economic activity by increasing shipping costs disproportionately.

B. Comparison with Other Instruments

• Emissions Trading Systems (ETS): An ETS, which caps total emissions and allows trading of emissions

allowances, offers similar incentives for emissions reduction as a carbon tax. However, it may suffer from

damages, and improved ecosystem resilience, using climate modeling and ecological metrics.

Stakeholder Engagement Across Sectors: The plan seeks to integrate restoration targets into national agricultural,

urban planning, and fisheries policies, ensuring compliance through legal frameworks and policy enforcement.

Progress

will be measured by policy implementation rates, compliance levels, and stakeholder engagement metrics.

Public Awareness Campaign: The project aims to establish an EU-wide campaign to raise awareness about

biodiversity and ecosystem services, with measurable increases in public engagement and support. Effectiveness will

be

tracked through media reach, engagement figures, and shifts in public behavior towards sustainable practices.

Objectives : Restoration efforts currently rely on non-binding recommendations and decentralized approaches, lacking
